The Energy Performance of Buildings European Directive was approved in January 2003 to promote energy conservation measures in the built environment, which accounts for 40% of the European Union (EU) overall carbon emissions. A first step in the implementation of this Directive in England and Wales has been an update of Part L of the Building Regulations, published in May 2006, which has set up minimum requirements for new buildings and refurbishment in existing buildings.

The "Energy Performance of Buildings (Certificates and Inspections) Regulations 2007" published in April 2007 finalises the implementation of Article 7 of the Energy Performance of Buildings Directive 2002/91/EC. This regulation requires commercial buildings to have an Energy Performance Certificate (EPC) upon sale or rental of existing buildings and new constructions. This was mandatory from April 2008 for sale and lease of buildings over 10,000m2. The scope is now progressively extended to cover all commercial buildings from October 2008.

Stakeholders in the property market are expecting EPCs to have a direct impact on their sale and rental prices, especially in a period where large corporations wish to increase their environmental credentials and are increasingly concerned about rising energy costs.
